ジャック・ニコラ・ビョー＝ヴァレンヌ ( Jacques Nicolas Billaud-Varenne、1756年～1819年 ) はラ・ロシェルの弁護士の家に生まれ、自身も法律を学びパリで弁護士を開業する。1790年にジャコバン・クラブに入り、国民公会成立後は議員となって山岳派に属し、革命期の恐怖政治を進めることとなった。
